These guidelines have actually hurt our reimbursement, anyone experiencing the 
same problem?

I think it is clear from those who wrote it that their intent was Trauma
Center Level.  You can contact Connie Potter at the "Trauma Resource
Network" (Bishop + Associates) about this.  I do believe she was the one who
originally wrote the guidelines that were recently adopted.
